Buy Used & New Cars from China to Nigeria - Wholesale Exporter

Nigeria is the single largest used-car market in West Africa and the most important volume lane for Chinese stock. Demand is deepest for small-engined near-new cars: 3 to 6 year old units under 1.5 litres move fastest, and the market absorbs volume that would not clear in the Gulf.

The rules that decide the deal

Used vehicles carry a hard 12-year age cap, assessed at the port on arrival (some clearing agents still work to a 10-year reading, so the year is confirmed before payment). SONCAP certification is mandatory and is issued in China before loading rather than at the port, which keeps it a sourcing cost. Customs assesses on its own accepted value rather than the invoice, so a cheap auction price does not automatically produce a cheap duty bill.

Units land at Apapa or Tin Can Island, both of which handle RoRo as well as containers. RoRo suits single units and small groups; a 40ft container carries two to four cars and is usually cheaper per unit once you have enough volume to fill it.

  • Duty plus levy on a used vehicle works out at roughly a quarter of CIF before VAT; the surcharge, ETLS and CISS lines add the rest.
  • SONCAP certification is issued in China before loading, so it is a sourcing cost rather than a port cost.
  • Engine size affects the Green Tax band, so a 2.0L unit costs more to clear than a 1.5L at identical CIF.

Surcharge7% of the duty amountCharged on the duty figure only, never on CIF — the line most early estimates get wrong.
ETLS levy (ECOWAS)0.5% of CIF
CISS / FOB levy1% of FOBSits on FOB, so freight and insurance stay out of this base. Enforcement has been inconsistent since 2025 — some agents invoice 4% of FOB instead.
VAT7.5% of CIF + duty + everything aboveCharged on CIF plus every charge stacked above, which is why the final bill runs past a back-of-envelope estimate.

Where these figures come from

  • Nigeria 2026 Fiscal Policy Measures (import levy change effective 1 July 2026)
  • Nigeria Customs Service HS 8703 duty rate
  • Industry landed-cost reporting for Lagos-bound consignments, checked September 2026

Age limits, certification routes and duty lines are taken from published rules and reviewed by our team, but customs assesses each vehicle individually. Treat anything here as a planning input, not as an assessment.

Nigeria import questions

What is the vehicle age limit for importing a car into Nigeria?
12 years. Nigerian Customs works to a hard 12-year cap; some agents still quote a 10-year reading, so the year is confirmed before money moves.
Do Chinese left-hand-drive cars work in Nigeria?
Nigeria drives on the right, so a left-hand-drive car is the correct vehicle type: the steering wheel is on the side the road requires. Every car we ship is left-hand drive.
Which port does a car from China clear at for Nigeria?
Lagos — Apapa and Tin Can Island RoRo terminals. Units land at Apapa or Tin Can Island, both of which handle RoRo as well as containers. RoRo suits single units and small groups; a 40ft container carries two to four cars and is usually cheaper per unit once you have enough volume to fill it.
How much does it cost to import a car from China to Nigeria?
Customs charges on CIF — the vehicle price plus freight and insurance — and never on the invoice alone. Base duty is 20% of CIF. 6 further lines stack on top: Import levy (used vehicles), Green Tax, Surcharge, ETLS levy (ECOWAS), CISS / FOB levy, VAT. Run the numbers through the landed-cost calculator and treat the result as a planning figure: the final figure exists only once customs assesses the specific vehicle.
How do I know the car is as described before it ships?
Every unit is photographed and videoed at the yard, and the walkaround goes to you before the balance is due. Loading is supervised, and a unit that fails the agreed specification at that point is stopped rather than shipped.
Is it cheaper to ship one car or several to Nigeria?
RoRo is the simplest option for a single unit. A 40ft container normally carries two to four cars, so once you have enough volume to fill one, the cost per car drops noticeably — and the vehicles are not exposed on deck. Both are quoted on request for this lane.
