Customs and documents for a Chinese car import

A car that clears and a car that sits at the port are usually separated by paperwork, not by price. Almost every document in the set has to exist before the vessel sails, because the certificates that gate clearance at destination are issued in China.

The document set for every shipment

These travel with every unit regardless of destination. They are prepared before loading and sent to you ahead of the vessel so your agent can start work the day it berths.

  • Commercial invoice, matching the declared customs value
  • Packing list
  • Bill of lading (original or telex release, as agreed)
  • Certificate of origin
  • Vehicle title and transfer documents, plus export cancellation
  • Marine insurance certificate where insurance is taken through us

Conformity certificates, by destination

These are the destination-specific approvals, and they are the ones that stop shipments when they are missing. Each is issued in China by an approved body before loading; none of them can be obtained at the destination port.

  • Nigeria — SONCAP, issued in China before shipment
  • Ghana — GSA conformity with origin inspection and a Certificate of Conformance, for shipments from 1 October 2026
  • Ivory Coast, Senegal, Togo, Benin, Cameroon, Congo — a Certificate of Conformity (COC) under the destination’s PVoC programme
  • Saudi Arabia — SABER / SASO, with the issuing cycle scheduled ahead of the sailing
  • Kuwait, Qatar, Oman, Bahrain — GCC conformity certification
  • Algeria — via licensed commercial importers or the diaspora personal-import channel

What customs actually assesses

Customs does not simply accept the invoice. It builds its own accepted value — through a VIN-based system in Nigeria, from the VIN and model year in Ghana, against an official reference table in Peru — and then applies each charge to its own base.

That is why a low declared invoice is not a strategy. It raises the risk of a valuation uplift, a delay and a penalty, and the uplift is calculated from customs’ own figure rather than from yours.

Registration after clearance

Clearing customs and registering the car are two separate processes. Registration, plates and in some markets an initial technical inspection happen after release and are handled by your agent locally. Ask for the destination list when you order and both are quoted.

Can the conformity certificate be arranged after the car arrives?
No. SONCAP, GSA, SABER and the COC programmes all require inspection and certification in the country of origin, before shipment. A car that sails without them cannot be retrofitted at destination.
Who handles clearance at destination?
Usually your own clearing agent, because you already have a broker and it keeps the cost visible. We send the full document set ahead of the vessel so your agent can pre-clear. If you have no agent, we work with the one our other buyers in that port use.
How long does documentation take before loading?
The standard set is a few working days. Conformity certificates take longer and their issuing cycles vary by programme and season, so they are scheduled the moment the unit is confirmed rather than after loading.
